Signing the bill was the lessor of two humiliating evils for Trump. This way he saves a bit of face by claiming that Congress must immediately pass a new bill to comply with his demands, (which includes objections to the Defence bill that now allows him to sign that, as well) . The alternative was a total defeat and victory for Congress through the overthrow of his vetoes.
