  1. There is nothing academic about any of this which explains the constant policy shifts and lame brained commentary across the board.. If someone would come out and say ” look nothing we have tried really works ‘ Maybe we ought to all take a breath of fresh air and define the problem before we postulate a solution then, well maybe ….just maybe , there can be solution that has a chance of working.
