Our country will not pay, under any circumstances [for] a wall or physical barrier built on US territory along the Mexican border.
Pretty unequivocal I'd say, but you know, maybe Trump has a different interpretation.
Amusingly, Mexico also wants you to know that it's not lost on their government how absurd
