  2. My executive summary:

    Many people failed to follow correct protocol on many occasions.
    2, Failure to follow protocol is rule-breaking, not necessarily rising to level of a crime.
    The supposed crime, or crimes, are ill-defined, and subjective.
    There was really no one harmed, or anything, harmed. No harm, to foul (real crime)

    That’s the result of the email investigation, and it’s the template that Trump will use to wiggle out of impeachment.
